1. Purpose & Core Principle
This Direct-to-Facility Granting & Anti-Fraud Policy ("Policy") establishes the governance framework for all financial disbursements executed by the 300FTR International Non-Profit Consortium ("300FTR"). 300FTR is committed to maintaining absolute fiduciary integrity, preventing financial diversion, and ensuring that all donor funds are used exclusively for verified medical and physical rehabilitation purposes.
2. Absolute Prohibition of Direct Personal Cash Distribution
300FTR operates under a strict, non-negotiable prohibition regarding direct cash disbursements:
* No Individual Cash Payments: Under no circumstances shall cash, untracked currency, or personal bank transfers be issued directly to individual patients, beneficiaries, or private persons.
* Institutional-Only Disbursement: All financial support must be executed exclusively via verifiable institutional bank transfers (wire/SWIFT) directly to fully licensed, accredited, and legally registered healthcare institutions.
3. Institutional Vetting & Compliance Protocols
Prior to any disbursement of funds or allocation of resources, partner entities must undergo 300FTR’s verification process:
* Proof of Licensing & Accreditation: Facilities must present valid state licenses, operating permits, and national or international healthcare accreditations.
* Financial & Regulatory Vetting: Partner organizations are subjected to standard Know Your Customer (KYC) and Anti-Money Laundering (AML) checks to verify institutional ownership, tax-exempt status, and legal authority.
* Verified Institutional Accounts: Disbursements are made only to corporate/institutional bank accounts registered under the official legal name of the vetted facility.
4. Fund Allocation, Tracking & Auditing
To guarantee total financial traceability, all disbursements are subject to strict line-item control:
* Restricted Use: Grants are restricted to pre-approved categories, including specialized patient care programs, physical therapy services, and approved medical equipment procurement.
* Documentation & Proof of Performance: Partner facilities must provide comprehensive documentation for all funded activities, including itemized invoices, official medical billing receipts, and signed proof-of-delivery reports for physical equipment.
* Audit Rights: 300FTR reserves the right to perform unannounced administrative, operational, and financial audits of all funded programs and requested documentation.
5. Non-Compliance & Policy Violations
Any attempt to bypass institutional transfer protocols, misappropriate funds, or request direct personal payments constitutes a material breach of this Policy. Such actions will result in immediate termination of the partnership, total revocation of pending grants, and potential referral to relevant legal and law enforcement authorities.
